Best practice for Direct query from on-prem database?

I have to create a report that refreshes every 5 minutes. THe report is on direct query, with change detection using [sysmodifiedon] columns of all the tables I'm using. I'm not allowed to create a staging database..... yet. No staging tables either, as we're not allowed to change the database itself or create new clustered/non-clustered indexes. I can write view tables, but not sure about index views and Availability Groups. Query reduction is On.
