How do you evaluate a FinOps tool when most of the spend is AI?

We are replacing our cloud cost tool and the AI line keeps stalling it. Forty odd engineers and most of this year's growth is inference and coding agents. All four on the shortlist pitch AI cost optimization and all four open with a percentage. I asked each of them for per-run rows in a file, provider-billed. Two could not produce one. One of those said it was not exportable because the dashboard is the product. Is that a fair thing to judge them on? DPAs are real and I might just be punishing whoever has the tightest contracts.
