Self-service metric report walkthrough

My company requires various reports that are more often than not one off requirements that must be done today that are slightly different than what currently exist. As such we have countless reports and pages that are looked at once or twice and then never again I've previously see walkthroughs of creating basically a self-service page where calculations, date ranges, headers, ETC are all chooseable and can be added as needed to allow self service of reporting.
